PCSI has two primary customers: the Federal Government and the State of Texas. We are a nonprofit agency which provides services under the AbilityOne (Formerly JWOD) and Texas Industries for the Blind and Handicapped (TIBH) programs. Current services that we provide are: Hospital Housekeeping, Facilities Maintenance & Engineering, Grounds Maintenance, Custodial Services, Food Services, Vehicle Operations & Maintenance, Commissary, Administrative Services, and Warehouse Operations. PCSI operates on a nationwide basis. We operate in excess of 40 contracts in five states. PCSI currently employs approximately 1000 individuals.

As the Federal Government and Military continue to downsize and face increasing pressure in recruiting and retention we are very confident that business will increase in services that we provide.

The buying activity will compare AbilityOne or TIBH to many other options including small business, large business, low sealed bid, and full and open competition. Major factors in this selection are: Past Performance, AbilityOne or TIBH program guideline, Costs, Technical Capability and Customer Input.

The History
 
PCSI was formed in June of 1996 for the purpose of providing employment opportunities for people with disabilities through the performance of State and Federal Contracts under the Texas State Use Program (TIBH) and the Ability One program.

When PCSI opened for business the founding members of PCSI had in excess of 50 years experience in performing service contracts for various State and Federal Agencies. Our research indicated a need for an organization with the Federal and State contracting background to successfully place people with disabilities as they entered the work force. We determined that the vast majority of agencies performing services under AbilityOne and TIBH at the time were primarily rehabilitation agencies who became involved in contracting as a secondary line to complete their mission of employing people with disabilities. PCSI was different in the fact that we were contract specialists who worked hand in hand with the other rehabilitation agencies and our own rehabilitation staff to successfully employ these individuals. We pooled our strengths and resources to develop long lasting employment solutions. We were convinced the future of the respective programs and the growth of PCSI itself were dependant on delivering success stories to our customers and employees. Today PCSI offers rehabilitation, training and employment opportunities for people with disabilities through a variety of diverse contracts.

PCSI operates solely on revenues generated from the services we provide. We do not solicit or count on grants or government subsidies to fund our operations. We are completely self-sufficient. PCSI prides itself on the quality and performance of our service and the diverse employment opportunities we provide for people with disabilities.

From that humble beginning in 1996, with three employees, PCSI has grown to over 40 Federal and State contracts in five states, employing and empowering over 1000 individuals.
